藤沢市とマイアミビーチ市は姉妹提携都市

戦前、山県治郎神奈川県知事が国際観光地を目指して開発を始めた湘南海岸公園は、戦時中に荒廃してしまいました。戦後、鎌倉郡片瀬町の藤沢市への合併で、江の島・片瀬・鵠沼海岸の観光地は藤沢市の包括管轄となり、講和条約発効を期に神奈川県と藤沢市は新たな湘南海岸公園の構築に着手しました。

Before the war, Kanagawa Prefecture Governor Jiro Yamagata began development of Shonan Kaigan Park with the aim of making it an international tourist destination, but it fell into disrepair during the war. After the war, with the merger of Katase-cho, Kamakura County into Fujisawa City, the tourist areas of Enoshima, Katase, and Kugenuma Beach came under the umbrella jurisdiction of Fujisawa City, and Kanagawa Prefecture and Fujisawa City began building a new Shonan Kaigan Park when the peace treaty took effect.　　

朝鮮戦争が落ち着いたころ、休日になると米兵たちが浜辺でバーベキューやサーフィンを楽しむためにジープで乗り付けるようになり、彼らがこの海岸を「マイアミ」のようだと呼んでいたことがきっかけで、藤沢市はビーチリゾート「東洋のマイアミ」として売り出すことになった。そして１９５８年２月２１日、当時の藤沢市長：金子小一郎氏は、アメリカ合衆国フロリダ州マイアミ市長に対して都市提携を申し入れした。この時点で藤沢市側は、マイアミ市とマイアミビーチ市との違いを把握していなかった（マイアミビーチ市をマイアミ市の一部地区と思っていたかマイアミビーチ市の存在を知らなかった。）と思われる。マイアミ市は巨大な商工業都市であり、マイアミビーチ市はその東側に位置するビスケーン湾を隔てたビーチリゾート衛星都市である。

When the Korean War was settled, on holidays, American soldiers began to drive their jeeps to enjoy barbecues and surfing on the beach, and they called this beach “Miami,” which led Fujisawa City to market itself as a beach resort “Miami of the Orient. Then, on February 21, 1958, Fujisawa Mayor Koichiro Kaneko proposed a city partnership to the Mayor of Miami, Florida, USA. At this point, it is believed that Fujisawa City did not know the difference between Miami and Miami Beach (either they thought Miami Beach was a part of Miami or they did not know Miami Beach existed). It is believed that the city of Miami is a huge commercial and industrial city. Miami is a large commercial and industrial city, while Miami Beach is a beach resort satellite city located on the east side of Biscayne Bay.

同年６月２３日、マイアミ市長：ロバート・キング・ハイ氏より「マイアミ市はすでにラテンアメリカに対し、都市縁組の申し入れをすませてしまったところであり、納得して欲しい。」という内容の書簡が届いた。ただ、マイアミ市はこの意向をアメリカ合衆国広報文化局（USIS）に登録しておいてくれたため、翌年２月２６日、マイアミビーチ市長：ケネス・オカ氏より「藤沢市と都市提携を承諾したい熱意があり、かつ全議員賛成議決の用意がある。」との書簡が届いた。

同年３月４日、マイアミビーチ市議会、藤沢市との都市提携締結を決議。翌日３月５日、藤沢市議会、マイアミビーチ市との都市提携締結決議を満場一致で可決。この旨をマイアミビーチ市長：ケネス・オカ氏、駐米日本国大使＝朝海浩一郎氏（自宅は藤沢市片瀬）に国際電報にて連絡。

ここに正式に姉妹都市提携が誕生（１９５９年３月５日）となり、これを機に藤沢市は「東洋のマイアミ」を「東洋のマイアミビーチ」と改称。（両市とも海外姉妹都市提携は初めてことであった。）

３月８日 – ワシントンD.C.日本大使公邸においてマイアミビーチ市ケネス・オカ市長夫妻らを招いて午餐会の後、 ワシントンD.C.でのナショナル・フラワー・ショー会場における両市間都市提携承認伝達式に朝海駐米大使が主賓として出席。決議文の手交が行われた。

On June 23 of the same year, Miami Mayor Robert King High sent a letter stating, “The City of Miami has already made an offer of urban affiliation to Latin America, and we hope you will accept it. The City of Miami has already made an urban match offer to Latin America. However, the City of Miami had registered this intention with the U.S. Information and Culture Service (USIS), and on February 26 of the following year, Miami Beach Mayor Kenneth Oca sent a letter stating, “The City of Miami Beach is eager to accept a city partnership with the City of Fujisawa and is prepared to vote in favor of it by all council members. The letter was sent to the Mayor of Miami Beach.

On March 4 of the same year, the Miami Beach City Council passed a resolution to enter into a city partnership with Fujisawa. The next day, March 5, the Fujisawa City Council unanimously passed a resolution to conclude the city-city affiliation with Miami Beach. This was sent to Miami Beach Mayor Kenneth Oka and Japanese Ambassador to the U.S. Koichiro Asakai (who lives in Katase, Fujisawa City) by international telegram.

The sister city affiliation was officially established (March 5, 1959), and Fujisawa City changed its name from “Miami of the Orient” to “Miami Beach of the Orient. (This was the first overseas sister city affiliation for both cities.)

March 8 – Following a luncheon with Miami Beach Mayor Kenneth Oka and his wife at the Japanese Ambassador’s residence in Washington, D.C., Ambassador Asakai attended a ceremony at the National Flower Show in Washington, D.C., as the guest of honor to announce the sister city affiliation between the two cities. The resolution was handed over.
